PSC cannot appear before FERC. State of Missouri ex rel. MoGas Pipeline LLC v. Missouri Public Service Commission, 366 S.W.3d 493 (Mo. banc 2012).

Statutes provide that Public Service Commission (“PSC”) can sue and be sued in its own name, appear through its general counsel in all actions under any law, and communicate with similar commissions of the federal government like the Federal Energy Regulatory Commission (“FERC”), but those statutes do not authorize PSC to litigate before FERC.

Held: Affirmed as modified.
