The Missouri Constitution provides for judicial review only of final administrative decisions. An administrative order is final when it “arrives at a terminal, complete resolution of the case before it” and is not “tentative, provisional, or contingent, subject to recall, revision or reconsideration by the issuing agency.”
Held: Dismissed. Decision on remand, applying remedy pending further proceedings, was not a final decision.
