Missouri Supreme Court Judge William Ray Price Jr. completed a two-year term as the state's chief justice Thursday. It was his second tour as leader of the seven-member court. Rotating into the top spot today is Chief Justice Richard B. Teitelman, a member of the court since 2002.
The transition comes when, in many places, the public has reason to be skeptical about the temperament and impartiality of powerful members of the judiciary.
