St. Louis Area
Judge Lawrence J. Permuter, former St. Louis County circuit judge, has joined the mediation panel of United States Arbitration & Mediation (USA&M), the leading provider of mediation and arbitration services. 


Shands, Elbert, Gianoulakis & Giljum, LLP announces that Franklin F. Wallis has joined the firm as a partner and that it has hired Peter J. LeBlanc, Jr. as an associate.  Both lawyers concentrate their practices in trust and estate planning and administration, and tax and charitable planning.

Jeremy Shook, chairman of the firm’s management committee, said:  “Frank Wallis brings to our firm one of the premier estate planning practices in St. Louis, and we’re delighted he is joining us.”  Peter LeBlanc works closely with Frank Wallis and will support the estate planning practice at Shands Elbert.

Most recently at Reilly McLaughlin, LLC in Clayton, Frank Wallis was previously head of the private client group at Bryan Cave LLP.  He has more than 45 years’ experience in trust and estate planning, estate administration, and tax and charitable planning.

Peter LeBlanc is a 2008 graduate of St. Louis University School of Law with an LLM in tax law from Washington University in 2009.  He worked previously at Reilly McLaughlin LLC and the private client group of U.S. Bank’s trust company.

The Bar Plan Mutual Insurance Company recently announced a new member to its board of directors. Robert J. Buckley has been elected to the board, effective immediately.

Karen McCarthy, president and CEO of The Bar Plan, said Buckley was nominated due to his extensive experience in doing insurance defense work. “Bob is a long-time supporter of The Bar Plan,” Karen said. “He understands our unique position as a specialty insurance carrier in the market and was an obvious choice to join our board.”

Buckley is a partner in the firm of Oliver Walker Wilson LLC in Columbia. His litigation practice specializes in the area of personal injury, insurance defense, medical malpractice and premises liability. He is a member of the American Board of Trial Advocates and is a past president of the Missouri Organization of Defense Lawyers. He is currently a member of the board of governors of The Missouri Bar.
