The four Missouri Legal Services Programs provide civil legal services to indigent people in all Missouri counties. As a condition of receiving grant funds each program must allocate their scarce resources by setting priorities for the types of cases each program will handle. Each program's governing board reviews their priorities annually through a priority-setting process.
This year the programs are conducting a uniform statewide legal needs appraisal. A questionnaire has been developed for completion by clients or potential clients, judges, private attorneys, community and human services organizations. The survey instrument is designed to assess the legal needs of poor people throughout the state so that each program can determine how best to provide services in its service area and to delineate both common and distinct legal needs.
