SCS HB 1570 — Guardians Ad Litem. (See Judicial Administration)

SCS HB 1640 — Birth Certificates. Currently, after a parent adopts a child, a court establishes a decree of adoption that may or may not state that the adopted child’s birth certificate may be changed to replace a birth parent’s name with the adoptive parent’s name. The Debbi Daniel Law is established which allows an adoptive parent or stepparent of a child to request that no name changes be made to the child’s birth certificate following an adoption. SCS HB 1946 — Adoption Subsidies and Youth Development Programs. Changes laws regarding youth development programs and adoption subsidies.

Youth Development Programs. Neighborhood youth development programs will be exempt from state child care licensing requirements under certain circumstances.

Adoption Subsidies. Subsidies are granted to adoptive parents to cover any physical and/or mental conditions of the adopted child will no longer be subject to income restrictions on household incomes that are higher than 200% of the federal poverty level. The one-year restriction on the granting of a subsidy is also repealed. (Signed 7/10/08)
