HB 1441 – Large Carnivore Act. Establishes the Large Carnivore Act which regulates the ownership, possession, and breeding of large carnivores. Prohibits the breeding of “large carnivores,” defined as certain cats of the Felidae family or any species of bear. Except as provided in the bill, the possession, ownership, or transfer of ownership of a large carnivore is also prohibited. Specifies requirements for the permitting, confinement, sanitation, feeding, transporting, identification, veterinary care, seizure, and euthanasia of large carnivores.

*HB 1497 - Modifies the requirements for the crime of animal neglect. Clarifies that a person is guilty of animal neglect when the person acts with negligence in failing to provide adequate care or control over an animal in which he or she has custody or ownership. Drafted by The Missouri Bar Animal Law Committee.

HJR 30 – Restricts power of eminent domain. Proposes a constitutional amendment restricting the power of eminent domain. Specifies that no use will be considered public in which any entity other than the state, a political subdivision, public agency, public utility, or rural electric cooperative will use or own the property. Provides that no land classified as agricultural and horticultural will be deemed blighted.

SB 591- Concentrated animal feed operations (CAFO’s). Pertains to CAFO’s and the penalties for offenses perpetrated by these operations.

SB 615 - Animal Research and Production Facilities Protection Act. Extends the “Animal Research and Production Facilities Protection Act” so that its provisions apply to all agricultural research and production facilities.

SB 622 – Tax deduction. Creates an income tax deduction for small businesses and farmers that provide health insurance coverage for employees.

SB 665 – Poaching. Increases the penalties for any individual who is illegally hunting while trespassing on private property.

SB 711 – Sterilization of hunting dogs. Penalizes animal pounds for sterilizing hunting dogs prior to adopting them.

SB 757 - Adds to the penalties imposed for illegal deer hunting. Anyone taking a deer with the intent to sell it in a manner contrary to the rules laid out by the conservation commission shall pay restitution to the state; calculations for such payment are detailed in the act. Moneys collected shall go to the conservation commission, twenty-five percent of which may be directed toward grants aimed at promoting anti-poaching programs.
